In the final episode of the Neon Genesis Evangelion TV series, episode 26, Shinji faces his own heart inside his mind. After seeing a different, peaceful everyday world, he realizes he can change how he sees himself. He cries "I want to be here!" and then this line. The world around him breaks apart, and everyone surrounds him, clapping and saying "Congratulations".

The TV ending, broadcast in March 1996, skipped the battles and focused on Shinji's inner world, which caused huge debate; the 1997 film The End of Evangelion later showed the events in a different way. The "Congratulations" scene has been parodied many times. The line may also be quoted, half-jokingly, when someone finally feels accepted.

•「ここにいる」= to be here. •「〜てもいい」= it's okay to ~ (permission). •「んだ」= realizing something and stating it strongly.

いて here is the て-form of いる (to be), not 言って (saying). いてもいい = "it's okay to be (here)", while 言ってもいい = "it's okay to say it".
