Scene in the Original Work:
In the first Dragon Quest (1986), when the hero's HP drops to zero in battle, the game does not end. Instead, he comes back to life in front of King Lars XVI of Ladatorm Castle (Tantegel in the English versions). The king scolds him with this line, and the hero sets out on his journey again, but half of his gold is gone.

In the game, the name the player gave the hero appears where ゆうしゃ is, as in 「おお ○○よ」, so when people quote the line, they often put ゆうしゃ (hero) in its place. The remake of Dragon Quest III uses a different line, 「しんでしまうとは ふがいない！」 ("How disgraceful to die!"), so the wording differs between titles. The pattern may also be used to jokingly scold a friend who failed at something, as in 「おお ○○よ ねぼうするとは なにごとだ」.

〜とは何事だ is how a superior scolds someone, as in 遅刻するとは何事だ. Saying it to a boss or a stranger would be very rude. Also, よ after a name (ゆうしゃよ) sounds old and theatrical; in daily life, people just say the name.
