Chapter 1 of the manga. Izuku Midoriya, a boy with no Quirk, sees his childhood friend Bakugo caught by a sludge villain and rushes in to save him without thinking. Moved by this, All Might saves them both. Later, All Might appears before Izuku, says that top heroes also "moved before they thought", and tells him this line. Izuku breaks down in tears.

Earlier the same day, All Might himself had told Izuku that being a hero without a Quirk was not realistic. When Izuku was small, his mother could only say "I'm sorry" when he asked if he could be a hero. So this was the answer he had always wanted to hear. Right after this, All Might offers to pass his power on to him, and Izuku's story as a hero begins. It may also be used to encourage someone chasing a dream, as in 「君なら〇〇になれる」.

•「君」= you (to a younger person or an equal). •「〜になる」= to become ~. •「なれる」= potential form of なる: "can become".

なれる is the potential form of なる ("can become"), not a passive. Also, 君 sounds natural from a teacher or mentor, but using it to your boss or someone older is rude.
