In ONE PIECE, at Arlong Park, Arlong laughs and sneers at Nami as she storms in to confront him, and shouts this line. For eight years Nami had saved money to buy back her village for 100 million berries, as Arlong had promised. But the Marine colonel Nezumi, whom Arlong had paid off, took all her savings. Arlong claims it was the Marines, not him, who took the money, so he broke no promise.

Cultural Context:
It is from Chapter 80 of the manga (Volume 9), and from Episode 37 of the anime. Earlier, Arlong had boasted that he would rather die than break a promise about money, so this line shows how twisted his idea of "keeping a promise" is. In the full line he first says, "Hm? I'll keep it... When did I ever break my promise?" Online, people may also quote it as a joke about someone using a loophole to dodge blame.
