Crayon Shin-chan started as a manga by Yoshito Usui, and the TV anime has run since 1992, but he stays five years old. He says this so often in the series and films that there is no single source scene. オラ is a rural-sounding "I" that suits his cheeky, carefree character. It may also be used as a playful self-introduction, with your own name and age.
