Goemon Ishikawa, the master swordsman of Lupin's gang, cuts down whatever is in his way in a flash with his sword, Zantetsuken. Then, as he quietly slides the blade back into its white sheath, he mutters this line.
This is a catchphrase used throughout the series, not a line from one single scene. It is said to have been first used in the first film, "Lupin III: The Mystery of Mamo" (1978), and to have spread through the TV series and "The Castle of Cagliostro". Calling whatever he cuts "worthless" shows his cool, stoic samurai style. It may also be used as a joke after cutting a cake or a cardboard box.
•「つまらぬ」= old-fashioned form of つまらない (worthless); ぬ is a classical negative. •「斬る」= to cut with a sword. •「〜てしまった」= did something, with a sense of regret or "it couldn't be helped".
つまらぬもの here means "something not worth cutting", not "something boring". Also, the kanji 斬る is for cutting with a blade such as a sword; for paper or food, you normally write 切る.
