Oczy, a gloomy man who never saw the point of dreams and thought this world was hopeless, says he now wants to go to university, and shyly adds this line.

Cultural Context:
It is from volume 4 of the manga, and the full line begins with なんというか ("How do I put it..."). It shows how much the pessimistic Oczy has changed, and it was picked in a fan ranking of the series' best lines. The modest "a week or so" makes it all the more touching.
