Original Scene & Cultural Context
Scene in the Original Work:
In episode 1, Shinji is called to NERV by his father Gendo, whom he has not seen for a long time, and is suddenly ordered to pilot Eva Unit-01 against an Angel. When Shinji cries that he can't possibly do it, Gendo coldly says this from high above. Then the injured Rei is brought in on a stretcher instead, and seeing her, Shinji decides to pilot.
Cultural Context:
The line shows how cold Gendo is even to his own son, and it leads to Shinji's famous 「逃げちゃダメだ」 in the same scene. Because it bluntly says "do it or leave", it may be used as a joke to someone who can't make up their mind, as in 「やるなら早くしろ。
Grammar & Learning Points

Trap for English Speakers
Command forms like しろ and 帰れ are very harsh; in daily life, use 「早くして」 or 「帰って」 instead. Also, 乗る here means "to get in and pilot", not just "to ride".
