Cultural Context:
This is the first time Joseph predicts an opponent's words, and it became his signature trick, used later on enemies like Straizo and Wamuu. The opponent repeats the line and then gasps 「ハッ!」. Fans know it in the forms 「おまえの次のセリフは〇〇という!」 and 「次にお前は〇〇と言う」. It may be used as a joke when you can guess what a friend is about to say.

Trap for English Speakers
セリフ usually means a line in a play or anime, so using it about real talk sounds teasing. メリケン is an old word from "American"; メリケン粉 means wheat flour. この野郎 is a strong insult, so never say it to anyone for real.
