Cultural Context:
This shout comes up so often in the series that there is no single source scene. It is a rough, stretched form of 「馬鹿者」 (fool), the classic shout of a strict Showa-era father at the start of a lecture. It is known from the voice of Ichiro Nagai, who played Namihei from 1969 until his death in 2014; Chafurin took over the role. Chief Ohara's 「ばっかもーん!」 in KochiKame is just as famous. It may also be used as a joke to scold yourself after a silly mistake.

Trap for English Speakers
バカ is much stronger than "silly" in English and can really hurt. バカモーン! sounds old-fashioned and comic today, but only shout it at someone when it is clearly a joke.
