At the end of the long fight in Egypt, Jotaro finally defeats DIO. He tells DIO there was only one simple reason he lost, and gives this answer.

DIO is strong and clever, and he looks down on humans. Jotaro's answer says DIO lost not because of strategy but because he made the wrong person angry. The line is one of the most quoted in Part 3. It may also be used as a joke when someone has finally gone too far.

•「てめー」= you (very rough, from 手前). •「おれ」= I, me (casual, male). •「怒らせた」= made (someone) angry; causative 怒らせる in the past.

怒らせる is causative: "to make someone angry". It is not passive ("was angered" is 怒られる, which actually means "got scolded"). てめー is very rude and only for enemies or rough speech.
